wrapper PR for #3678 by @geimer

  • sync with develop to resolve merge conflict
  • avoid specifying GNU subtoolchain in flex 2.5.39 easyconfigs using foss/2015b and intel/2015b toolchains

@geimer I initially tried to avoid specifying the GNU subtoolchain, but since this is done in a bunch of places, it's quite painful.

We can revise that later in a follow-up PR.
Now that the robot also considers subtoolchains even without --minimal-toolchain, there's no point in specifying subtoolchains anymore.
