This adds SOAPfuse.

I can't think of a good sanity_check_commands line because printing the help message returns with non-zero exit code and a real example would need additional data.

Also the same question regarding the easyblock: Is PackedBinary the correct one here? There is also Tarball which seems to be very similar?

@SethosII Strictly speaking Tarball makes more sense, but there's little difference in practice indeed.

@boegel I thought this should be there because of the dependency to Perl which is built with this toolchain? Or should I add the toolchain to Perl as a versionsuffix and also add foss-2016b to the versionsuffix of the EasyConfig?

I'm referring to the toolchainopts enabling the use of -fPIC in $CFLAGS in the build environment.
