I ran into this error during the sanity check for TensorFlow 1.13.1 (cfr. #7785)

@akesandgren failing test report is just because of icc & ifort, nothing to do with these changes?

haven't looked yet...
was lacking a bunch of the toolchains in my test env.

Apparently so, didn't have the lm_license info in my env when starting that one.
