Adding a configuration file to run the easyconfigs unit tests natively in GitHub, just like for framework (easybuilders/easybuild-framework#3039) and easyblocks (easybuilders/easybuild-easyblocks#1844), with the prospect of switching away from Travis CI...

Hmm, for some weird reason the test suite runs with Python 3.6 and 3.7 run 4x slower (~1h rather than ~15m) compared to Python 2.7 or 3.5 in GitHub CI... :-/
