Verified that this doesn't break any of the build relying on $LIBSCALAPACK (CP2K, MUMPS, NWChem, WIEN2k).

I haven't dived in the sources, but could you confirm that QuantumEspresso
is not relevant to this?
(somehow I always thought it was very comparable to CP2K in its quirks...)

@fgeorgatos: You're right, QuantumESPRESSO is also relevant here, I'll make sure I retest that build as well. Nice catch, having this in place will most likely also resolve easybuilders/easybuild-easyconfigs#239!

I've already tested a CP2K build with ictce/5.5.0 which works fine (cfr. #726).

So, I'll retest the QuantumESPRESSO builds we already have, and include the ones in easybuilders/easybuild-easyconfigs#239 too, before I merge this one.

I'm merging this in: existing builds are unaffected, CP2K builds with ictce/5.5.0, QuantumESPRESSO builds work too (although there are issues with some of those builds, unrelated to this PR).
