This is a better alternative than --strict=ignore when only OS dependencies need to be ignored, but other validations should be performed, and log.error should result in exiting with an exit code != 0.

This is actually required for running the regression test in a reliable way; I've been using --strict=ignore there since we changed our login nodes and I sometimes need to submit from an SL6 OS to an SL5 OS (that has different OS deps installed)...
