Add library path and symlink for cudnn 4

This release is updated for new tensorflow and cuda driver versions and fixes some issues with newer coreos releases.

Updated for newer coreos releases that use gcc 4.9 and new kernel naming standards.

This release is the initial release, good for older coreos versions that use gcc 4.8 to build their kernel.
