The strscan specs for these failures are omitted on Ruby 3.4, but should be guarded by strscan version since that library can be updated independently of the host Ruby. Since 9.4 is no longer getting spec updates, we tag these.

My update of strscan to latest (3.1.5) did not include updates to the tests. I do that here:
