Currently, keep.id doesn't actually fill forms. We had that route before but it was pretty buggy and with the new application flow, we don't use it anymore. Injected that step into the current workflow after "review" for application selection and "preview" for the completed application. Handled some bugs in the meantime like the route used the caseworker optional information instead of the client information (when filling out on behalf of a client).

To fit the "Apply" step, I did a little redesign of the breadcrumbs. That wouldn't be hard to revert but it does become broken without it.

Some of these screenshots don't show much autofilled because the annotations are lacking (see server pr)
