feat: add Codex OAuth usage tracking and plan display

- Add Codex usage API client and response parsing
- Implement OAuth plan type detection from JWT tokens
- Add Web API endpoint for OAuth metadata retrieval
- Enhance Web UI with plan and rate limit display
- Add comprehensive tests for usage tracking functionality
- Fix test token expiration to prevent refresh during testing
