The release notes for changes in extensions are put in a different place. So this note needs to be placed in extensions/script-libraries/drawing/notes/21822.md
Also, the content of these notes must be of the form # [<bug_number>] <Description> so in this case:
# [21882] Added a note mentioning that drawingSvgCompileFile() can not read from the resources folder on Android
