Changing the sources to pull over https seems to resolve the problem for the recipes listed in the issued listed above.
An example using curl:
$ curl http://ftp.gnu.org/gnu/classpathx/activation-1.1.1.tar.gz curl: (52) Empty reply from server $ curl https://ftp.gnu.org/gnu/classpathx/activation-1.1.1.tar.gz curl: (35) LibreSSL SSL_connect: SSL_ERROR_SYSCALL in connection to ftp.gnu.org:443
