Add BypassSitePathChecks config to all platform wrappers (#1411)

Propagate the new BypassSitePathChecks sanitizer configuration option
through JNI, Java, Obj-C, and Swift wrappers. When enabled, IsSitePath
and IsSitePathLoose checks are skipped entirely.
