I went through the CI logs for a number of the added builds - everything looks in order. Seems fine to merge after bumping to cibuildwheel 3.1.0.
- update to cibuildwheel 3.1.0 which supports Python 3.14.0rc1 - update highway (again), it got changed back accidentally

This should make us ready for the NumPy 2.3.2 release.
