This way we can point people to the README on the `release_3.1.1` branch for instructions on installing the release candidate.
Along with sdist.

Release branch for version version 3.1.1

We will publish release candidates to PyPI and NPM. When a release candidate is deemed worthy to be an official release, the release candidate version suffixes will be removed and this branch will be merged into master and tagged as the official release.
