This moves our requirements to a requirements.txt. The motivation is that readthedocs can look for a requirements.txt file.

This is for two reasons. First, no reason to have the same list
in three places. Second, readthedocs was failing without some
dependencies installed, and there is a place to specify a requirements.txt
for it.

The other motivation is to not have to keep three different files in sync.
