Description
Updates collector version to 3.8.1. The previous version of collector had a bug where some networking connection events were sent multiple times. This version has a cherry picked commit from stackrox/collector#678

Testing Performed
See above. For the manual testing stackrox was run with this branch stackrox/collector#671 with and without the fix that was cherry picked for version 3.8.1 of collector and it was confirmed that duplicated networking events were seen without the fix and were not seen with the fix.
