Release 0.5.4 version

This release catches IncosistentData exception in server command.
This exception is raised by haproxyadmin library when multiple HAProxy
processes report different values for things like status, check_code and etc.
This usually happens when servers are flapping in their health checks or when
HAProxy is queried right after the startup where health checking isn't
finished.
