Update to most recent WPIlib version
Update to most recent Vendor Dependancies
- WPIlib-new-commands
Create a new branch in the iron-base repository called release/<YEAR>
Create a PR to merge all updates into the new branch
Replace this README.md file with new one (check .github directory for template)
