Similar to wp-cli/media-command#55 (comment), the merge build failed with

[Composer\Downloader\TransportException]                                     
  The "http://packagist.org/p/provider-2016%248bfaaf0eb5130cacff46ba0250f4e4a  
  a6941e6cfb6c882f827aaeb40d361d09c.json" file could not be downloaded (HTTP/  
  1.1 404 Not Found)

Restarting build...
