P1 Badge Prevent self-triggering MutationObserver loop

The observer watches href/rel attribute mutations in document.head, but the callback unconditionally executes tag.href = TRANSPARENT_FAVICON; once any head mutation occurs, this write is itself an observed mutation and can repeatedly retrigger the callback, creating a tight loop that drives unnecessary CPU usage on active pages. Please guard the write (only update when needed) or pause observation while mutating.
