Because dodging the Vietnam draft was a morally correct choice. If they were to institute a draft today to go fight Iran I wouldn’t hold it against anyone dodging that, either. We aren’t talking wars of defence, here.
This is all fine except I would say that the problem with him dodging the Vietnam draft was not cowardice, but being a hypocrite in that he’s a warmonger in office.
