What does this PR do? What is the motivation?

Fixes DOCS-13868

Reorganizes Incident AI documentation to scope each page to the appropriate phase of the incident lifecycle. Previously, incident_ai.md covered all Incident AI features (investigation, notifications, postmortems, follow-ups) under the Investigate section, even though many features are relevant to setup or post-incident phases.

Changes:

  • investigate/incident_ai.md: Trimmed to investigation-only content — proactive summaries, related incident detection, chat commands, and Bits AI SRE investigation. Added pointers to the pages that now cover the moved content.
  • setup_and_configuration/templates.md: Added AI variables reference for both notification templates and postmortem templates.
  • post_incident/postmortems.md: Added full AI variables table and usage steps to the Configure postmortem templates section. Converted variable types to collapsible dropdowns.
  • post_incident/follow-ups.md: Added AI-suggested follow-up tasks section describing how Incident AI surfaces follow-up items after resolution.
