Based on the BZ workflow: shortened the noHL seeding time to 21 days and added optional pre-information tags

Note
The Delete: noHL Tier 1 will only delete noHL Season packs. Episodes will be removed by the Orphan Scan when the tracker removes them as they are replaced with a season pack. This is to prevent affecting your average seeding time.

Note
Tiers 1-3 are personal preferences. Put the trackers you prefer most or want to build a ratio for in Tier 1. You can always move them later to another Tier.
