Bump version to 0.1.2

- Fix kwargs handling in CorrelationSplitter.fit_split
- Add num_features >= num_parties validation
- Split tests into CPU/GPU, reduce test data sizes
- Update publish workflow to trigger on version tags

Fixed two bugs:

1. n_jobs is set to None by default to avoid an error.
2. Solve unexpected parameter 'allow_empty_party'
