Description
We accidentally lost support for older versions of the transform/constant schema in the updates to
ConstantTypein #10028. This PR allows those older versions to be read and written without error.I'll need to rebase after #10260 is merged, since I'm adding a new asdf import and will need to handle missing asdf.
