easybuilders/easybuild-easyconfigs#6106 has been blocked for a while due to a handful of Clang tests failed.
In addtion, attempts to build Clang 5.0.1, 6.0.1 and 7.0.0 all fail for me due to a handful of tests failing.
We've seen this plenty of times before, and have gone through great effort to try and filter out the broken tests (cfr. #366, #570, #622, #806, #1327), but I'm throwing the towel here...
It seems like the Clang tests aren't very robust to always have them enabled.
Note that the default here does not change, it simply adds the possibility to use
skip_all_tests = TrueinClangeasyconfigs going forward...
